'Candy game'
Mary Prior KC, presenting evidence, outlined the defendant's actions to the judicial body.
She said his victims were under-privileged children who were attending a summer program which he managed.
The defendant engaged in a "treat game" with the children, the legal counsel said, in which he would enter the sleeping quarters when they were preparing to sleep and tell them to consume candy "as quickly as they can".
She informed the proceedings Ruben had engaged in this activity with the young males "repeatedly", and children had previously fallen ill the following morning.
She explained the defendant had been capable of justifying this for many years as the minors being "overwrought by enjoyment", until his stepson had concerns in recently.
The prosecutor stated further: "This year his stepson had worries about the situation, with valid cause.
"They chose" to examine in the man's possessions."
The prosecutor said objects including infant oil, petroleum jelly and injection devices were discovered, and his stepchild notified the police about his worries.
She explained Ruben continued to conduct the "sweet game" with six boys that evening - Saturday 26 July - and they were all ill the next day.
"Law enforcement" had not responded by that time," she added.
The oversight body, the investigative body, earlier informed that it was examining Leicestershire Police's handling of the events.
The prosecutor explained the minors were struggling to walk due to their sickness, so Ruben's stepson notified the police again.
She stated the man then played the "sweet game" in a space of five youngsters.
